The concept of a Jubilee year is found, among other places, in Leviticus 25:10: 

"And you shall hallow the fiftieth year, and proclaim liberty throughout the land to all its inhabitants; it shall be a jubilee for you, when each of you shall return to his property and each of you shall return to his family." 
(Revised Standard Version)

This and other passages in Leviticus 25 together provide that every fiftieth year -- the Jubilee Year -- land shall be returned to its original owners and all debts shall be released. One of the purposes of these provisions is to prevent the amassing of undue wealth by individuals.

These Biblical passages were the inspiration for the recent, partially successful movement to cancel Third World debt in Jubilee Year 2000.
